The Kisan Credit Card scheme is a Government of India scheme which provides farmers with timely access to credit. The Kisan Credit Card (KCC) scheme was launched in 1998 with the aim of providing short-term formal credit to farmers and was created by NABARD (National Bank for Agriculture and Rural Development).

The KCC scheme was introduced to ensure that the credit requirements for farmers in the agriculture, fisheries and animal husbandry sector were being met. This was done by helping them avail short-term loans and provide them with a credit limit to purchase equipment and for their other expenses as well.

Moreover, with the help of KCC, farmers are exempt from the high interest rates of the regular loans offered by banks as the interest rate for KCC starts as low as 2% and averages at 4%. With the help of this scheme, farmers can repay their loans depending on the harvesting period of their crop for which the loan was given.

Interest and Other Charges on Kisan Credit Cards

The interest rate on the KCC differs from one bank to other along with its credit limit. However, the interest rate of KCC can be as low as 2% and averaging at 4%.

In addition, there are certain subsidies and schemes that the government offers farmers with regard to the interest rate. These would depend on the repayment history and general credit history of the cardholder.

Other fees and charges such as processing fees, insurance premium (if applicable), land mortgage deed charges etc. would be set at the discretion of the issuing bank.

Eligibility Criteria for Kisan Credit Card Loan Scheme

The eligibility criteria for the KCC scheme are as follows:

  • Any individual farmer who is an owner-cultivator.
  • People who belongs to a group and are joint borrowers. The group has to be owner-cultivators.
  • Sharecroppers, tenant farmers, or an oral lessee are eligible for the KCC.
  • Self-help groups (SHG) or joint liability groups (JLG) of sharecroppers, farmers, tenant farmers, etc.
  • Farmers involved in the production of crop or allied activities such as animal husbandry along with non-farm activities such as fishermen.

Eligible beneficiaries under this scheme under fisheries and animal husbandry are:

  • Inland Fisheries and Aquaculture: Fish farmers, fishers, SHGs, JLGs, and women groups. As a beneficiary, you must own or lease any activity related to fisheries. This includes owning or leasing a pond, an open water body, a tank, or a hatchery among others.
  • Marine Fisheries: You own a registered boat or any other type of fishing vessel and you have the necessary license or permissions for fishing in estuaries or the sea.
  • Poultry: Individual farmers or joint borrowers, SHGs, JLGs, and tenant farmers of sheep, rabbits, goats, pigs, birds, poultry, and have sheds they have owned, rented, or leased.
  • Dairy: Farmers, dairy farmers, SHGs, JLGs, and tenant farmers who own, lease, or rent sheds.

Documents Required to Apply for KCC Loan Scheme

  • Duly filled-in and signed-in application form.
  • Copy of identity proof such as Aadhaar card, PAN card, Voter ID
  • Copy of address proof document such as Aadhaar card

    • From the list of options, choose the Kisan Credit Card.
    • On clicking the option of ‘Apply’, the website will redirect you to the application page.
    • Fill the form with the required details and click on ‘Submit’.
    • On doing so, an application reference number will be sent.
    • If you are eligible, the bank will get back to you for the further process within 3-4 working days.

    Offline

    Offline applications can be done by visiting the branch of the bank of your choice or by downloading the application form from the website of the bank as well. The applicant can visit the branch and begin the application process with the help of the bank representative. Once the formalities are done, the bank’s loan officer can help with the loan amount for the farmer.

    was launched the Indian government and under this scheme, all farmers can avail up to Rs.6,000 every year as their income support. This initiative had been curated and announced during the 2019 Interim Union Budget of India

    Post the release of the Budget 2020, the government is now making sure that institutional credit is more accessible to all farmers of our country. This is being done by bringing together the Kisan Credit Card (KCC) Scheme and the Kisan Samman Nidhi Scheme. All beneficiaries under the Kisan Samman Nidhi Scheme can now get a Kisan Credit Card.

    Government to Credit 9th Installment of PM Kisan Yojana from Next Week

    The Government of India has announced that it will start paying the 9th instalment under the PM Kisan Samman Yojana to the enrolled farmers from 9 August 2021. Under the PM Kisan Samman Nidhi scheme, the central government grants each registered farmer Rs 6000 per year to help them improve their financial situation. The Centre distributes Rs.6,000 in three Rs.2,000 instalments over the course of a year. Farmers get each instalment around four months apart. The first instalment is typically sent between 1 April and 31 July, the second instalment between 1 August and 30 November, and the third instalment between 1 December and 31 March.

    Most of the banks in India which offer the Kisan Credit Card (KCC) loans are looking for a longer loan repayment tenure for the loans. This has been suggested as the agriculture sector is under significant pressure. The cycle of the loans provided under the Kisan Credit Card scheme has been proposed to be increased to 36 or 48 months from the 12 months. This was proposed at the state level bankers’ consultancy meet in West Bengal.

    In addition to the enhancement of the loan repayment tenure, the banks have also proposed that the farmers should be allowed to avail extra loans even after failing to repay the previous loan. However, in order to do that, they should service the interest. Public sector banks have started a 3-stage consultation process recently on the basis of the directions passed by the Department of Financial Services.

    The main focus of the consultation process would be to discuss 9 important issues. These include credit offered to MSMEs and agriculture sectors, digital banking, direct transfer of benefits, and education loans. The previous meeting was an intra-bank meet. However, this time the meeting will be an inter-bank meet at a state level.

  • UNDP will offer technical support to KCC scheme and PMFBY

    The United Nations Development Programme (UNDP) will offer technical assistance to two government programmes: the Pradhan Mantri Fasal Bima Yojana (PMFBY) and the Kisan Credit Card-Modified Interest Subvention Scheme (KCC-MISS). Under the Memorandum of Understanding (MoU), UNDP will use its system experience and global know-how to assist the Agriculture Ministry in implementing combined agriculture loan and crop insurance.

  • RBI modifies norms for banks on short term crop lean scheme through Kisan Credit Card

    The Reserve Bank of India (RBI) modified norms for banks to claim the amount of interest subvention offered to farmers under the short-term crop loan scheme via the Kisan Credit Card (KCC) during the last fiscal year. Pending claims for the financial year 2021-22 can be submitted by 30 June 2023.

    The government provides interest subvention of 2% annually to banks for short term crop loans up to Rs.3 lakhs at an interest rate of 7%. Apart from this, an additional 3% interest subvention is offered to farmers who pay their loans on time.

    Officials from the Thane district's animal husbandry department has started awareness campaigns across the districts about Kisan Credit Card (KCC) schemes. The campaigns are being carried out in a bid to help the villagers take benefit of KCC schemes which provide term loans to those interested in setting up animal or goat farms. So far, the authorities have received 388 applications from villagers interested in animal farming business.click here

    The District Animal Husbandry officer, Thane Collector Office stated that with the government helping in avail the benefits of the Kisan Credit Card scheme, more people who are interested in setting up their farm business should come forward to take these benefits as it will help them grow their business. the officer added that the beneficiaries can get loan up to Rs.1.60 lakhs under the scheme which can be used to get fodder, medicine, vaccination, working capital for animal feed.

    It needs to be mentioned here that authorities claim a 7 percent interest is charged on the loan. There is a subsidy of 2 percent which is offered by the government and if the beneficiary is regularly repaying the loan amount, they will get a reduction of 3 percent in interest.

  • Kisan credit card to be provided to dairy farmers too

    Union Minister Parshottam Rupala announced recently that dairy farmers will be able to avail kisan credit card and enjoy its benefits including availing a loan amount of up to Rs.3 lakh at reduced rates of interest.

    IVF labs for rearing of cattle at Dharmod in Gujarat, and Hessarghata in Karnataka were launched by the Union Minister of Fisheries, Animal Husbandry and Dairying.

    Dairy farmers will now be able to use their kisan credit card to avail loans from NABARD at interest rates ranging between 2% and 4%.

    Haryana’s Animal Husbandry Department (AHD) is going to organise ‘Pashu Kissan Credit Card’ scheme camps across all districts to offer various benefits to the farmers. The camps will be organised in veterinary hospitals in every district of the state. Farmers can visit their nearest Animal Health Center to avail of the benefits covered in the Pashu Kisan Credit Card scheme.

    A spokesperson of the Animal Husbandry and Dairying Department stated that farmers will require an application form, PAN card, hypothecation agreement, Aadhaar card and Voter ID to get a Pashu Kisan Credit Card. Loans up to Rs.3 lakh will be offered to farmers for rearing cows, sheep, goats, poultry etc.click here 

    Previously, farmers used to receive the loan amount in instalment. Now, the beneficiaries will get the amount in a single payment and will have to repay it with a 4% interest annually.

  • Govt. to release Rs.22,000 crore to farmers’ accounts between December and March

    There is some good news for farmers as the central government is all set to release Rs.22,000 crore to the accounts of farmers under the PM Kisan Samman Nidhi Yojana. As per a report, the funds will be released in the third installment between December and March. Till now, the government has provided a sum amounting around Rs.1.57 lakh crore to farmer families under the scheme. It needs to be mentioned here that as per government sources, Centre has so far spent Rs.43,000 crore for the PM Kisan scheme in the financial year of 2022 to help farmers. They added that another Rs.500 crore to Rs.1,000 crore may be additionally needed for the scheme in FY22 as more farmers are registering for the scheme. The central government has in the meantime linked 2.28 crore PM Kisan beneficiaries with the Kisan credit card scheme. This will enable them to avail loan up to Rs 2.32 lakh crore.

    The Kisan Credit Card Scheme is going to be extended to offer loans at affordable interest rates to fishermen. The union minister for Fisheries, Animal Husbandry and Dairying and Information and Broadcasting said that Rs.7.5 crore has been reserved to establish hospitals, Integrated Fishermen villages with schools etc.

    The minister further added that fishing harbours will be upgraded as per international standards. For the Aatma Nirbhar Bharat Campaign, Rs.20,000 crore has been set aside.

    On Monday, 15 November 2021 the government launched a countrywide campaign to provide Kisan Credit Card (KCC) to all eligible dairy, fishery, and animal husbandry farmers. In the following three months, this campaign's goal is to enroll two crore people. Parshottam Rupala, Union Minister of Fisheries, Animal Husbandry, and Dairy is set to virtually inaugurate the ‘Nationwide AHDF KCC campaign’ from 15 November 2021 till 15 February 2022. The government had earlier announced in the 2018-19 budget, the KCC facility would be expanded to animal husbandry producers and fisheries. This step will help them meet their working capital needs.

  • The government has launched a 3-month campaign to offer Kisan Credit Card to fishermen and animal husbandry farmers

    The central government has launched a 3-month nationwide campaign to give Kisan Credit Card (KCC) to fishermen, dairy and animal husbandry farmers. A target, to provide KCC to over two crore eligible people is set. This campaign will be conducted by the Department of Animal Husbandry and Dairying, Department of Financial Services and Department of Fisheries.

    All states were issued a circular comprising detailed guidelines about the campaign on 10 November. Three departments will be supervising the campaign to make sure that the targets are met. The farmers could get a credit limit of Rs.1.6 lakh on the KCC without security.

    Approximately 2.5 crore farmers have been provided with the Kisan Credit Card (KCC) via a Saturation Drive conducted by the government, with a credit limit of Rs.2.62 lakh crore in total. The linkage of the KCC to the PM Kisan Scheme enables farmers to avoid loans with high interest rates as the loans offered under this scheme have an average interest rate of 4% with rates as low as 2%. The amount can also be repaid depending on the harvesting period of their crops for which the loan was taken. Loans of up to Rs.3 lakh can be availed at an interest rate of 4%. Beneficiaries of the PM Kisan Scheme can also apply for a Kisan Credit Card. Applications for the Kisan Credit Card can be done through State Bank of India. Farmers can also apply for a KCC review directly on the SBI YONO mobile application.
